In order to meet the obligation, set by the Law on Employees in Autonomous Provinces and Local Self-Governments to prepare the Sectoral Special Training Programmes (SSTPs) for employees in local self-government units in the area of delegated responsibilities, the Programme “Human Resources Management in Local Self-Government – Phase 2” provided technical assistance to four ministries (previous names: the Ministry of Youth and Sports (MoYS), the Ministry of Education, Science and Technological Development (MoESTD), the Ministry of Trade, Tourism and Telecommunications (MoTTT) and the Ministry of Construction, Transport and Infrastructure (MoCTI)).
On that occasion, third Round Table on the sectoral professional development of the employees in LSGs was held on 14 November 2022 in Belgrade. The representatives of the three ministries – Ministry of Construction, Transport and Infrastructure, Ministry for tourism and youth and Ministry of education presented their experiences in implementing the SSTPs and exchange them with the Ministry of Public Administration and Local Self-Government (MPALSG).
The round table was also attended by the representatives of the Council for Professional Development of employees in LSGs (CPD), the Standing Conference of Towns and Municipalities, the National Academy for Public Administration (NAPA) and the Programme.
The SSTPs is prepared and developed by the CPD in cooperation with the NAPA, and it is implemented by the LSG which may decide to implement it independently or entrust its implementation to the National Academy or another training provider in accordance with the Law.
The program provided support in the implementation of training needs analysis and preparation of the SSTPs for inspections in LSGs in the fields of sports, education, tourism, and construction. All four ministries accredited their the SSTPs.
During 2021 and 2022, the Programme supported a total of 20 SSTPs webinars with a total of 421 participants.
The Sector for professional development sector of the MPALSG also presented the SSTPs for registrars and the SSTPs for employees of LSGs who perform tasks of updating the unique voter list, which are under the competence of the MPALSG, and whose preparation and implementation is supported by the Programme.
